Philippine Typhoon Sendong leaves nearly 1,000 people dead: State of Calamity declared

CAGAYAN DE ORO - Philippine President Noynoy Aquino declared a state of national calamity today during his visit in the areas devastated by tropical storm sendong.  As of 6:00 PM today, "Bagyong Sendong" left 957 people dead according to National Disaster Risk Reduction and Management Council (NDRRMC).

The report of local news said that the President made the announcement to the local government and disaster officials in Cagayan de Oro, which was hardly hit and ravaged by the storm.

According to deputy presidential spokesperson Abigail Valte, an agreement was made between the President and the cabinet that the declaration of state of national calamity is necessary as there has been reports that supplies in the calamity areas are getting short. Moreover, a study on improving alert and warning systems in times of disasters as well as the relocation of families living in hazard areas has to be considered according to President Aquino.

"We had to impose automatic price controls in these areas until the situation normalizes. Also, by the declaration of state of calamity, our government lending and financial institutions can already grant no-interest loans to the most affected sections of our population," she told the local news network ANC

She said the price freeze on basic necessities could stay up to 60 days. She added that the Department of Trade and Industry will monitor the sale of goods in the calamity areas to ensure there is no profiteering or hoarding.

Republic Act No. 10121 or the Philippine Disaster Risk Reduction Management Act of 2010, a declaration of calamity means all agencies are mandated to impose remedial measures including the imposition of price ceilings on basic necessities and prime commodities. Agencies must also prevent overpricing, profiteering and hoarding of basic supplies such as medicines and petroleum products.

On the other hand, recovery efforts are continuously being done by the government agencies and other  non-government organizations in the cities ravaged by the tropical storm.
